Talent Development Manger

Reports to: Chief Human Resources Officer

Location: 1603 Court Street, Syracuse, NY 13208

Pay Rate: $25-$27 Hourly

Schedule: Monday – Friday: 8:00 a.m. – 4:00 p.m.

Our focus is supporting individuals by ways of residential housing, mental health and clinical services, and immersing our participants in community engagement. Working closely with the Office for People with Developmental Disabilities and the Office of Mental Health, we support 27 housing locations and 3 administrative buildings.

About the Role

We are looking for a proactive employee to design and facilitate talent development initiatives relating to career pathways, coaching, internship, and mentorship programs.

Responsibilities include:

• Design and implement leadership development content, including guided training courses on coaching, employee recognition, 1:1s, goal creation, and meeting design
• Design agency standardized templates for cross department utilization, including developing behavioral and skill assessments

• Design, implement, and facilitate talent development (TD) content, including career pathways initiatives
• Design behavioral and skill assessments to be utilized for promotional and performance improvement opportunities
• Benchmark against like-agencies and programming

• Maintain records for talent development participation
• Design and implement internal mentorship program, including plan design of application process and evaluations, scheduling, and interdepartmental relationships
• In conjunction with department leaders, develop robust internship and job shadowing program
• Serve as primary contact for external community partners to schedule interns, monitor and advertise career opportunities
• Work collaboratively with the Training Team on professional development opportunities, evaluating the need for additional training opportunities and development of curriculum
• Assist Training Team in management of the Agency’s Learning Management System
• Facilitate positive communication with other departments and accept assignments in other areas as requested by supervisor
• Work collaboratively with partner agencies on assessing team development needs
• Provide person-centered, quality, services
• Observe confidentiality and safeguards regarding all participant/employee related information
• Follow Agency standards and procedures
• Maintain compliance with applicable program rules and regulations
• Contribute to department and Agency quality improvement initiatives
• Ensure compliance with federal, state, and local employment laws and regulations, as well as with company policies
• Perform Other Duties as Assigned

This position has no direct supervisory responsibilities but does serve as a coach, collaborator, and mentor for other positions in the department.

Education & Experience

Bachelor’s degree in a business-related field, such as HR, talent development, education, or instructional design required. Alternatively, a degree in human services plus five years’ experience in talent development.

Conditions of Employment

Must have a valid NYS Driver License in accordance with the Agency Vehicle and Driving policy and transportation necessary to meet program needs.
